GUIDE TO MAKING AN ADVERTISEMENT APPLICATION
It is important that as much information as possible is provided in your application, so that the Council can give you a decision without delay. Your application could be held up if you have not provided enough information.
Your application should comprise:
1. Four copies of the application form, completed in full.
2. Four copies of all drawings, see notes attached
3. The appropriate fee (see separate guidance notes on fees)
4. Any supporting documents you wish to submit e.g. samples of
materials, trade brochures, colour cards, photographs of other sites, etc.
Once we have all the information needed your application will be underway and the person dealing with it will be named in the acknowledgement letter to you. If your application is incomplete for any reason you will receive a letter explaining what is required. You should therefore not delay in getting the information to us.
OTHER APPROVALS
These forms are only to be used to apply for advertisement consent. You may also need planning permission (e.g. for a new shop front), listed building consent, etc. Separate forms and guidance notes are available for all these here.
Filling in the Form
The numbers of the paragraphs below correspond with
the numbers of the sections to be completed on the application form.
1a. APPLICANT
The applicant's name and address must be completed in
full. If you are using someone else (e.g. an agent) to act on your behalf,
you will be contacted about the application, but your name and telephone
number would be helpful in case of difficulty in contacting your agent.
Please note that it is necessary to write the applicants name and address
even if the application is being made on the applicant's behalf.
1b. AGENT
This means anyone who makes the application on someone else's
behalf. Please supply a name, the company (if applicable) and full address
and phone number. All correspondence on the application including the
decision letter will be sent to the agent. In case of difficulty in
contacting the agent, the applicant may be contacted.
2. ADDRESS OF SITE OF DISPLAY
Please put down the full postal address, including the postcode. If the
site does not have a recognized address to describe the proposed location
carefully follow the example. e.g. "south of the A47 to its frontage
with Woodhouse Road"
3. DESCRIPTION OF PROPOSAL
You should give as much information as possible about the proposed advertisement.
A. Type - e.g. It could be a commercial hoarding, shop fascia and/or projecting box sign, canopy sign, free standing pole-mounted sign, revolving sign etc.
B. Position on the building or site - e.g. free standing on the back edge of the footpath or attached to a building, and if so, in what position.
C. Size and Colour - You should specify the size of the sign(s) in metres and the height of the ground. List the colours to be used on the display, if known.
D. Illumination - would the sign be lit either internally or by means of external lamps? Would the lighting be flashing or intermittent? You will also need to complete section 6 with more detailed information about this.
EXISTING SIGNS
Give details of any existing signs e.g. the new sign may replace an existing fascia sign. Your proposal may not need advertisement consent if it is just replacing a similar one, but with different wording and symbols. In most cases you will need consent if you are proposing to replace a non-illuminated sign with an illuminated sign, or if the new sign is bigger than the old one. Even if the sign which is the subject of the application is currently being displayed you must give full details under Question 3 and fill in all other parts of the form and supply drawings.
4. OWNERSHIP
You do not have to be an owner of the land or building to make an application. If you are not the owner you must first get the owner's permission to display an advertisement on that property. An "interest" means a freehold or a leasehold of longer than 7 years unexpired term. Do not forget there may be other ownerships who may have an "interest" in the property (e.g. leaseholders of flats) who may need to be notified for their permission prior to your application being made.
Remember that it is offence to display an advertisement on premises without the owner's permission.
5. CURRENT LAND/BUILDING USE
It is very helpful if you provide specific details, especially if there is more than one use of the site: e.g. shop on ground floor, one flat on each of the upper floors.
7. PERIOD OF CONSENT
This is normally 5 years but not always. You may continue to legitimately display the advertisement after the 5 year period is over unless the Council serves a Discontinuance Notice, to stop the display of that advertisement or the use of the site for displaying advertisements. If you only intend to display the advertisement for a shorter period (e.g. hoardings around a vacant site for 2 years or a promotional banner for three months) you should make this clear, so that your application can be assessed on that basis. Many such advertisements are only acceptable for a strictly limited period.
DRAWINGS
You should send in clear drawings (to a metric scale, e.g. 1:20. 1:50, 1:100) to show the appearance and dimensions of the advertisement, its means of support, and its exact position on the site/building, level of illumination/brightness. Four copies of all drawings together with a location plan to a scale of 1:2500 or 1:1250 should be sent with your completed application.
FEE
The current fees are given in a separate advice sheet.
DECLARATION
Do not forget to sign and date your application, otherwise it will not be fully valid and may therefore have to be sent back to you before the application can be considered.
